Premier Li Keqiang presided over the State Council executive meeting on October 8, to further deploy and improve the supply of electricity and coal this winter and next spring, to ensure people's basic livelihood and smooth economic operation, and passed the Yellow River Protection Law of the People's Republic of China (Draft).
The meeting pointed out that since the beginning of this year, the energy price in the international market has risen sharply, and the supply and demand of domestic electricity and coal have been tight. Many factors have led to recent power cuts in some places, which have affected the normal economic operation and residents' lives. In accordance with the arrangements of the CPC Central Committee and the State Council, relevant parties have taken a series of measures to strengthen energy supply security.
In view of the fact that the pressure of supply and demand of electricity and coal is still relatively high this winter and next spring, the meeting emphasized that ensuring energy security and the stability of industrial chain and supply chain are important contents of the "Six Guarantees", and it is necessary to give full play to the role of coal, electricity, oil and gas transportation guarantee mechanism, and effectively use market-oriented means and reform measures to ensure the supply of electricity and coal. First, we should give priority to people's livelihood, ensure people's livelihood and energy consumption for heating in winter, and especially ensure that the northeast region uses coal and electricity in winter. Second, on the premise of ensuring safe production, we should promote the release of potential coal mines, and speed up the production of approved and basically completed open-pit coal mines. Transportation departments should give priority to ensuring coal transportation. Third, we should support coal-fired power enterprises to increase power supply. In view of the difficulties of coal-fired power enterprises, the staged tax deferred payment policy was implemented to guide financial institutions to ensure reasonable financing needs. Fourth, reform and improve the formation mechanism of coal price marketization. Promote all coal-fired power generation to enter the electricity market. On the premise of stabilizing the electricity prices of residents, agriculture and public welfare undertakings, adjust the fluctuation range of market transaction electricity prices from no more than 10% and 15% respectively to no more than 20% in principle, and strengthen classification and regulation. For industries with high energy consumption, the price will be formed by market transactions, and it will not be subject to the limit of 20% fluctuation. Encourage local governments to implement phased preferential treatment for small and micro enterprises and individual industrial and commercial households. Fifth, we should promote the construction of large-scale wind power and photovoltaic bases and make good reserves of coal, gas and oil. Sixth, we must resolutely curb the blind development of the two high projects. Improve the local energy consumption dual control mechanism, and promote the new renewable energy consumption not to be included in the total energy consumption within a certain period of time. Meeting requirements, to compact all parties' responsibility for energy supply and safety in production. Strengthen overall consideration. All localities should implement the responsibility of territorial management, do a good job in orderly management of electricity consumption, correct some places to stop production and limit production across the board or reduce carbon in a sports way, and oppose inaction and chaos. Coal-producing provinces and key coal enterprises should increase production and supply as required. The thermal power units of central power generation enterprises should be fully developed. Power grid enterprises should strengthen operation scheduling and safety management. Those who fail to implement the responsibility of guaranteeing supply should be seriously held accountable. The meeting passed the Yellow River Protection Law of the People's Republic of China (Draft) and decided to submit the draft to the Standing Committee of the National People's Congress for deliberation. The meeting also studied other matters.
