On March 9, the General Office of the State General Administration of Market Supervision and administration issued a notice on the investigation and treatment of hidden troubles in hoisting machinery, which aims to further implement the main responsibility for safety of hoisting machinery production and use units, to reduce accidents and ensure the safe use of crane. In recent years, the proportion of accidents caused by improper configuration, lack, damage and invalidation of height limiting devices in the use of bridge type and Gantry crane is relatively high. At the same time, crane operators operating without license, illegal operation, is also an important factor leading to the accident. Therefore, the notice clearly states that starting from May 1, Crane production units shall install two different types of height limit devices (hereinafter referred to as "double limit" devices) for the new bridge type and Gantry crane manufactured by the 2021, before March 31,2022, the lifting unit shall install a set of height limiting devices which are different from the original configuration to the bridge type and Gantry Crane type in use, to ensure that the equipment meets the requirements of the "double limit" device, and for new or in-service bridge or Gantry crane with the transmission type height limit devices (such as gears, worm and worm gearing type height limiters, etc.) , the "double limit" device is no longer required. In addition, the notice also requires the local market regulatory authorities to integrate with the local actual situation, the hidden trouble of the crane management organization to carry out supervision and inspection, to promote the implementation of rectification in place. In particular, we will increase publicity efforts, take the investigation and rectification of hidden dangers of lifting appliances as an important part of the work of promoting the double prevention mechanism of risk-classified management and control and the investigation and control of hidden dangers of special equipment, and formulate practical implementation plans, do a good job hidden danger check management, and by the end of October 2022 completed. The provincial market supervision departments shall fill in the statistical table on the inspection and treatment of height limiting devices in use, installation (addition) of height limiting devices and hidden dangers in Gantry crane by the end of December and the end of October 2022, respectively, by the end of the 2021, and shall submit the relevant work information to the General Administration in writing. Among them, the notice emphasized that the provincial market supervision departments should focus on inspecting the establishment and implementation of systems such as safety management, operating rules, maintenance and technical files of the units that use hoisting machinery, certificate holders of "Special Equipment Safety Management and operation personnel certificate" for crane drivers, command and safety management personnel. Those found not meeting the requirements of the relevant safety technical specifications shall be ordered to make rectification within a time limit, and those found not to be in place shall be dealt with according to law. In the future, with the steady progress and remarkable achievements of the hidden danger investigation and treatment of crane, we believe that excavators, loaders, rollers, pavers and other engineering machinery fields will also be carried out one after another hidden danger investigation.
